E-rate Funding for 2015-16

Universal Service Administrative Company (USAC) has issued two waves of funding for the 2015–16 funding year as of June 1, 2015. Thus far, the total funding committed to California schools and libraries as of June 1, 2015:

Funding Commitment Decision Letter

Applicants who have received a Funding Commitment Decision Letter (FCDL) are encouraged to review the letter as soon as possible for accuracy. Errors may occur in areas such as:

  • Service Start Date (SSD)
  • Contract Expiration Date (CED)
  • Funded amount – monthly recurring and non-recurring dollar amount
  • Service Provider Identification Number (SPIN)

Any errors identified can be corrected by means of the Appeal process. Appeals must be submitted to USAC no later than 60 days from the date of the FCDL. FCC Form 486

After reviewing the FCDL for accuracy, applicants are encouraged to file the FCC Form 486 within 120 days of the first date of service or 120 days from the date of the FCDL, whichever is later.  Once filed, the applicant can begin working with Service Providers to ensure E-rate discounts are applied to services delivered to the applicant.

Please keep in mind that the FCC Form 486 requires the applicant to certify they are compliant with the Children’s Internet Protection Act (CIPA).  For a full discussion on what qualifies an applicant to be CIPA compliant, please visit the Schools and Libraries Division’s Web page at http://www.usac.org/sl/applicants/step06/cipa.aspx.

Planning for the 2016–17 E-rate Funding Year

USAC and the SLD are preparing more changes to the E-rate Funding process that will affect the 2016–17 application cycle.  Many of these changes revolve around the FCC Form 470.  The California K–12 High Speed Network (K12HSN) will be providing hands on training to ensure applicants have the knowledge needed to complete the new online forms and processes.  Training dates and locations will be announced in a future E-rate News Flash.
